Gentlemen:

SUBJECT: NRC INSPECTION REPORT N0. 50-313/88-17

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted

by L. Lawyer on May 31 - June 10,1988. The inspection included a review of

Emergency Operating Procedures for your Arkansas Nuclear One Unit 1. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified. Although deficiencies were identified, the Emergency Operating

Procedures were found to be adequate for continued operation of the facility.

The enclosed inspection report documents the disputed recommendations (see

asterisked items in Appendix B.9.b, Appendix C.3.b, 7.i, and 14.a). These were

discussed in the exit meeting.

To define clearly Arkansas Power & Light Company's position on the disputed

items and plans for corrective action on the remaining inspection findings, we

request that AP&L respond in writing to this report. Within 30 days of the date

of this letter, NRC requests that AP&L respond with a statement of intended

corrective action for each of the findings from this inspection and the dates

that action will be completed.

The response requested by this letter and its enclosure is not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub L. No.96-511.
