g 10 CFR 50.54(u) requires each licensee to submit to the NRC plans for coping with emergencits meeting the standards of 10 CFR 50.47(b} and Appendia E of Part 50. On January 26, 1961, the licensee submitted to MRC its Ernergency Plan. The Emergency Plan stated that the Emergency Operations Facility is requ' md to provide continuous coordination and evaluation of activities during an emergency having or potentially having environmental consequences. The Plan states, "Once activated and staffed, the funt. tion of the EOF shall be to evaluate the magattade und effects of actual or potential radiological releases fr9c the plant and to recocrend appropriate offsite protective neasures. To accesiplish these functions, facilities shall be provided for appropriate areas of the E0F for the evaluation of all pertinent radiological, meteorological, and plast system data."

In the attachment to the March 27, 1981 letter, the licensee described its compliance with Appendix A to BTP 9.5-1 tc show it was in compliance with Appendix R.

In describing its capability to achieve safe shutdown in the event v a lois of offsite power the licansee stated, "we have provided in both UWits 1 and 2 local manual control capability of the eme vency diesel generators as part of the alternate local shutdown system in accordance with Unit 2 license condition 2.C 3.(o)(c).
