l The design of the VANS has been completed and NHY has constructed a prototype siren and truck system. Currently, this system is undergoing testing to establish the specific setup and operational procedures. Also. NHY is finalizing the arrangements for the vehicle staging areas and acoustic locations required for implementation.

Appendix E to the Seabrook Station Radiological Emergency Plan is currently being revised to reflect the VANS portion of the public alert and notification system. NHY will issue this revision to the plan no later than April 30, 1988 [ Reference (d)). ,

NHY has cocznitted to a demonstration of the prototype VANS system prior to April 30, 1988 [ References (c) and (d)). This demonstration is scheduled for April 27, 1988.

In accordance with the NHY commitment to implement a prompt notification system prior to initial criticality (Reference (b)) and in support of issuance of a low power license. NHY intends to implement the VANS prior to entering Mode 2 operation. This commitment for implementation should not be interpreted as agreement that the Appeal Board was correct in its rulings on the prompt notification system in ALAB-883. New Hampshire Yankee has appealed ALAB-883 on these issues and intends to pursue that appeal.

It is New Hampshire Yankee's position that the VANS demonstrates compliance with the Commissions regulations for a prompt notification system and that implementation of the system prior to initial criticality provides further assurance of public health and safety for the Massachusetts communities within the Seabrook emergency planning zone.
