The enclosed Safety Evaluation (SE) provides tne results cf the NRC staff's review of the proposed implementation of the ATWS Rule (10 CFR 50.62) at the V. C. Sumer Nuclear Station (Surmer).
The staff has concluded that, pending the final resolution of the technical specification issue, the ATWS cesign proposed by the licensee for Virgil C.
Surmer is in corplianci with the ATWS Rule requirerents of 10 CFR 50.62 paragraph (c)(1). The staff's conclusion is base $ on the successful completion of certain noted human-factors engineering reviews. These reviews are neces-sary in the areas associeted with r.aintenance bypasses, operating bypasses, reans for bypasses, and testability at power.
