An NRC inspection was conducted June 8 through July 19,1997, at your Arkansas
Nuclear One, Units 1 and 2 reactor facility. The enclosed report presents the scope and
results of that inspection.
,

During the 6-week period covered by this inspection, your conduct of activities at tN ANO
facility was generally characterized by safety-conscious operations, sound engineering and
'
maintenance practices, and appropriate radiological controls. One violation of NRC
i
requirements is being cited. This violation resulted from a failure to perform a safety
evaluation prior to changing a reactor protective instrumentation trip setpoint. This
'
violation is of concern because your staff did not determine whether the change in the trip
setpoint involved an unreviewed safety question. The violation is cited in the enclosed
Notice of Violation (Notice) and the circumstances surrounding this violation are described
l
in detail in the enclosed report. PYoce note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when preparing your

response. The NRC will use your response, in part, to determine whether further
enforcement action is necessary to ensure compliance with regulatory requirements.
