Gentlemen:
On March 12, 1997, the NRC issued (Reference 6) a request for additional information (RAI) regarding TV Electric's previous risk-informed inservice testing submittals (References 1, 3, 4, and 5).
The NRC's second round of RAls (Reference 6) did not identify a response due date.
On March 25, 1997 TU Electric contacted the NRC stnff and indicated that a response to QLh the second round RAI would be issued by June 16, 1997.

l In mid May 1997, the NRC staff informed TU Electric that NRC personnel would visit the CPSES site and review.TU Electric's PRA (which did not L
occur until July 14-18, 1997).
On June 9, 1997, the NRC issued a third round of RAls (Reference 7). The third round of RAls included advance copies of draft documents related to the use of.PRA (i.e. regulatory i
guides, standard review plan sections, and NUREG)..These draft documents were later issued by the NRC for a public comment period (Reference 8).
In subsequent conversations (prior to June 16, 1997) between-TV Electric and the NRC Staff it was agreed that TU Electric's response to the second l
round of RAls would not be. issued by June 16, 1997, for.two reasons.
l First, TU Electric wanted the opportunity to clarify the issues discussed j
l in the second RAI to assure that the reply would be responsive to the l
NRC's request.
This opportunity occurred during the week of July 14,
~
l 1997, (NRC site review of'CPSES PRA) and at a public meeting (Reference 9) l on July 18, 1997.
Second, TV Electric wanted to assure that the response would be comprehensive and c.ddress issues discussed in the NRC draft PRA documents (received initially via Reference 7 and later via Reference 8).
l The third round of RAI's (Reference 7) requested a response "within i
l.
approximately 45 days of. receipt" of the request (or by July 28,'1997);
l If unable to provide a complete response within approximately 45 days, the
. NRC requested that TV Electric provide a plan and schedule for a complete l
response.
On July 28, 1997. TU Electric requested and. received approval from the NRC staff to submit a schedule for a complete response to the third round RAI by July 31, 1997 (the July 31, 1997, response date was-also conveyed to the NRC at the July 18. 1997, public meeting).
Due to the large volume. of NRC draft PRA documents, TV Electric needs additional time to determine how the proposed CPSES Risk-Informed Inservice Testing Program comports with the NRC draft PRA documents. The task of' reviewing these documents to determine compliance is challenging 1
and resource intensive. The resources required to complete the RAls are 2
also being used to provide support for (1) the third refueling outage of CPSES Unit 2 in the fall of 1997 and (2) the NRC Maintenance Rule Baseline Inspection scheduled.at CPSES in October 1997. TV Electric plans to respond to the second and third round of RAIs by September 23, 1997.
This date is also consistent with the NRC's request for public comments on the draft PRA documents by September 23, 1997 (Reference 8).
