Schnell dated Auguct 19, 1987 Reference 1 transmitted Revision 8 of the Callaway Pump and Valve Inservice Testing (IST) Program.

Reference 2 found the Callaway IST Program acceptable with the exception of relief requests P03 and P09, which were granted interim relief until June 1, 1988, and relief request V02 which was partially granted.

Attached is a further apaate to the Callaway IST Program. is a brief description of the changes, and contains a copy of revised pages which should be inserted into the existing program.

Included in this update are relief requests P03 and PO4 which are being resubmitted in a revised form for NRC stafi "eview and approval.

NRC staff approval of this submittal is requested by June 1, 1988.

Changes to the Callaway IST Program are subject to the fee provisions of 10 CFR 170.

Therefore, Union Electric is remitting the required $150.00 application fee and wil). accept additional charges incurred as a result of the NRC review.

Basis for Change:.Per the NRR Safety Evaluation for the Callaway 4

IST Program, dated. August 19, 1987, Relief Request P03 was only granted interim relief until June 1, 1988.

. Item 2:

Change: Revise Relief Request.P09 to add flowrate testing to the Boric Acid Transfer Pumps on a Cold Shutdown frequency.

Basis for Change: Per the NRR Safety Evaluation for the Callaway IST Progtam, dated August 19, 1987 Relief

June 1, 1988.

Etem 3:

Change:

Add Relief Request V06 to obttin relief from the requiremente of ASME Section XI IWV-3417(a) for power operated valves with a 2 secogid maximum allowable stroke time.

l Basis for Change: The corrective action requirement of IWV-3417(a) is ineffective in determining degradation ca valves that stroke rapidly.

Item 4:

Change: Decrease the maximum allowable stroke time from 15 seccnda to 10 seconds for EM-HV-8801A, B and EM-HV-8803A B.

Basis for Change: Re-evaluation of the valve functional requirements indicates that these valves need to stroke in 10 seconds rather than 15 seconds to i

meet design bases.

Item 5:

. Change: Add stroke time testing in the closed direction on a quarterly frequency for EM-HV-8871 and EM-HV-8964. Also add quarterly fail-safe testing and position indicatlon testing on a Reactor Refueling frequency.

Change:

Increase the maximum allowable stroke time from 10 seconds to 20 seconds for AL-HV-5, 7, 9, 11.

Basis for Change: Valve maximum allowable stroke time was listed incorrectly.

Valve technical data shows a 20-second design maximum stroke time and is realistic as compared to actual stroke times.

Change:

Increase the maximum allowable stroke time from 3 seconds to 5 seconds for valves GT-HZ-4, 5, 11, 12 Basis for Change:

Technical Specification Amendment 33 increased the maximum allowable stroke time from 3 seconds to 5 seconds for these valves.
