Subject: Systematic Assessment of Licensee Performance (SALP) Report 50-245/86-99;
50-336/S6-99
This letter forwards the amended Millstone 1 and 2 SALP Report (Enclosure 1) for
the period from June 1, 1986 through December 31, 1987.
The amended report is
based on NRC evalution (Enclosure 2) of your May 27, 1988 coments (Enclosure 3)
on the initial SALP Report forwarded to you by my March 29, 1938 letter (Enclosure
4).
The SALP was discussed with you on April 28, 1988 at the Millstone Training Facility
in Waterford, Connecticut.
(Meeting attendees are listed in Enclosure 5.) We be-
lieve that the discussion ireproved mutual understanding of your activities and of
our SALP program.
Evaluation of your SALP comments resulted in amending the Unit 2 Plant Operations
rating from Category 2 to Category 1 for the reasons stated in Enclosure 2.
Other-
wise, the SALP ratings did not change.
Our overall assessment is that Millstone 1 and 2 were operated safely and conserva-
tively during the SALP peried.
We appreciate the thorough review you gave the SALP report.
No reply to this letter is required.
