The Commission discussed a number of investightions and possible enforcement issues relating to TMI-Unit 1.
Civil Penalty on Examination and Test Proc'edures.
I.
The Director, IE informed the Commission that they had tentatively concluded that the licensee had failed to provide a proper training and testing program and that it is a Severity Level III violation.
Commissioner Ahearne requested IE to explain further

the comment on page 4 of their March 29 memorandum that "in view of this licen'see's history regarding operator
~ competence, the staff did consider the violation significant..."

Statement.

4 III. Status of Hartman Investigation.
The staff reviewed the status of an investigation into alleged falsified leak rate calculations.
The Commission requested that staff determine whether the 1980 GPU report and the 1982 deposition of Hartman was ever submitted to or known by anyone in the NRC, and if so, when, and whether it was provided to the Department of Justice.

Investigation of Psychological Profile Test.
Staff informed the Commission tnat the allegations in i.
this investigation had not been substantiated and that

the investigation had been closed.
V.
GAP Allegation.
The Director, OI discussed the status into allegation made by Mr. Parks, and the Director, OIA discussed the i
status of an investigation into a related issue of collusion.
The Director, OI also discussed personnel resource allocations and noted that three people from EDO and two from OIA would b,e assisting the OI investigation

"for the next several weeks.
Subsequent to the meeting, the Director, OI provided the Commission a work plan to investigate the GAP allegations.
VI.
Review of B&W v. GPU Transcripts.
The Commission discussed GPU's offer to allow the NRC to review a number of additional documents related to the trial.
The Commission requested that staff review all the B&W and GPU documents and advise the Commission of any significant new information contained therein that would affect safety or understanding of the TMI-2 accident.
