Dear 'tr. Farrar:

Subject:

Positions Regarding Remaining Open Items Concerning Appendix R Criteria for Post-Fire Safe Shutdown - Byron /Braidwood Stations, Units 1 and 2 On March 23, 1983, the Auxiliary Systems Branch participated in a conference call with Comonwealth Edison Conpany to discuss the renaining open itens concerning the post-fire safe shutdown capability ( Appendix R, Sections III.G and III.L) for Byron /Braidwood. With the exception of two specific concerns, the applicant provided satisfactory verbal responses and comitted to document those responses in the near future.

The two renaining concerns involve 1) the staff position regarding the need for source range neutron flux nonitoring following a fire, and 2) the fire protection afforded redundant trains of safe shutdown instrumentation within the auxiliary electrical eouipment room. As requested by the aoplicant, enclosed is a copy of the staff position regarding source range neutron flux nonitoring. The enclosure consists of a staff nemorandun dated March 18, 1983, which has been endorsed by the Director of the Division of Systens Inteqration. It should be noted that we recuire a source range neutron flux ronitor be available independent of tnose areas identified by the applicant where the existing instrument would be lost due to a fire. Any new instrumentation need not be safety-related (Class 1E).

Also, as requested by the applicant, the Auxiliary Systen Branch consulted with the Chemical Engineering Branch concerning the applicant's position regarding the fire protection for the auxiliary electrical equipment roon which contains redundant divisions of many safe shutdown instruments. The Auxiliary Systens Branch was informed by the Chenical Engineering Branch that a position on this issue will be provided in the future during the course of their full Appendix R review for Byron /Braidwood.
