Enclosed are 22 copies' of Technical Specifications, "
dated April 15, 1964, which is submitted in accordance with the provisions of 10 CFR 50.
With regard to those sections which treat the hand-ling of discharges from the facility, we wish to call attention to the fact that New York State is an Agreement State and, as such, exercises jurisdiction over releases of liquid, solid and gaseous wastos with the exception of reactor generated Argon 41. Consequently, we question the propriety of their inclusion in a Federal licensing document.
We trust that these specifications provide adequate detail for licensing purposes.

42-All the monitors associated with effluent streams of liquid or gases shall be operational during reactor operation, or during operation which could result in release of activity with the exception that any monitor may be temporarily replaced with a portable monitor, l
which provides the same range and sensitivity, provided that the functions of the replaced monitor are maintained.
(h) Itaste Disposal The valve which controls the discharge, through the waste liquid pump, to the sauer from the waste liquid tanks shall be loched, and the hay shall remain in the pos-sescion of the Health Physics Department.

Singic experimento in moveable facilities will be limited to -1.57. delta h/h. The total worth of experiments in moveable f acilities shall not exceed -2.07 delta h/h.
The worth of fixed experimental facilities, except the thermal column nosepiece, shall be a calculated -3.07, delta h/h.

Fuel Storage:
1.
General Neu fuel assemblies shall be stored in their locked, original shipping containers, or shall be stored in a locked vault in the control doch airloch in a suberitical configutation, or shall be stored in the reactor tanh storage cylinders. The vault shall have no more than six cylinders, each capable of containing one fuel assembly, located on one wall only (see Figure 3), at a center-to-center distance of 15".
The value of K,gg for this configuration shall not exceed 0.65.
Keye for this vault shall be in the custody of the operations tknager and Health Physicist only.

Experimental Facilities:

General Fixed experimental facilities ancillary to the reactor shall consist of six, 6' diameter cyli,ndrical beam tubes, one 12 : square beam tube, tuo pneumatic conveyors, a thermal column, and exposure chamber.
