This is to transmit a copy of the Exercise Report of the October 7,1987, joint exercise and the December 3, 1987, Remedial Exercise of the offsite radiological emergency preparedness plans for the Cooper Nuclear Station, located in Brownville, Nemaha County, Nebraska. This was a joint exercise for

'the States of Missouri (full participation) and Nebraska (partial participation); Nemaha and Otoe counties in Nebraska and Atchison and Nodaway counties in Missouri; and, the Nebraska Public Power District. The counties are impacted by the Cooper plume exposure 10-mile Emergency Plar.ning Zone (EPZ). The final report dated December 23, 1987, was prepared by the Federal Emergency Management Agency (FEMA) Region VII.

There were five deficiencies identified during the exercise; all of the deficiencies were corrected in the remedial exercise conducted on December 3,.1987. Therefore, the offsite radiological emergency plans and preparedness are adequate to protect the health and safety of the public in the event of an emergency at the Cooper Nuclear Station. The 44 CFR 350 approval granted the states on June 26, 1984, will remain in effect.
