Subject: Routine Resident Inspection 50-336/88-06 (2/8/88 - 3/21/88)

This transmits the report of the above subject inspection of Millstone 2. No vio-

lations were identified cnd no reply to this letter is required. The inspection

findings have been discussed with Messrs. S. Scace and J. Keenan of your staff.

We wish to call your attention to the control of overtime. Our review identified

12 examples of extensivo overtime worked without prior management approval during

the recently completed outage (Report Detail 9). Previous concerns in this area

were identified in NRC Inspection 50-336/87-29. Our review of overtime controls

continues.

We also wish to point out that maintenance "hot" work was performed on the 56'

elevation of the turbine building without a fire watch being stationed (Report

Detail 5.2). Even though the potential impact was minimal in this case, we view

this as an instance of poor practice.

We have reviewed your February 10, 1988 response to a violation identified in In-

spection Report 50-336/87-25. Your letter addresses corrective actions on the DC

switchgear vital ventilation subsystem chilled water coolers. Your responte and

assessments adequately address our concerns with the DC switchgear chilled water

coolers, and with the management of equipment configuration and performance, We

will continue to monitor for trends in this area during future inspections.
