Meeting Summary A meeting concerning the Philadelphia Electric Company (PECo) was held in the NRC Region I office on March 22, 1988 to discuss the Peach Bottom restart review process with re;.resentatives of the utilities which are part owners of the facility. A list of attendees is attached.
The process by which the review of the PECo response to the Order will be reviewed and a restart recommendation will be made was described. A management panel including NRC regional and headquarters representatives will direct the review of the licensee plan. After NRC questions have been addressed a Safety Evaluation Report (SER) will be written to indica +e the acceptability of the PECo restart plan.
Changes to the plan relative to recent PECo management changes and an implementation schedule are expected on April 8, 1988.
Inputs to the NRC review will include appropriate questions raised by the public in meetings to be held in the vicinity of the plants, and by the state and local officials.
Once the licensee has answered the NRC's questions relative to the plan review and has indicated readiness of the facility to restart, the NRC will conduct an Integrated Performance Assessment team inspection to assess the effectiveness of the implementation of the licensee plan.
The resulting inspection report and the SER will form the basis for concluding that the facility is ready to restart.
These documents will be subject to senior NRC management review and the Commission will be briefed prior to a restart decision.
