Routine Resident Inspection 50-245/88-03 (2/9/88 - 3/21/88)
This forwards the report of the above subject inspection. No violations were cited
and no reply to this letter is required.
The inspection findings have been dis-
cussed with Mr. J. Stetz of your staff.
Performance flaws were noted in timely implementation of Technical Specification
(TS) amendments (Report Detail 6.2) and in the continued occurrence of high radi-
ation area (HRA) doors being left unlocked (Report Detail 9). On TS amendments,
which are normally effective when issued, better communication and better proce-
dure / training preplanning could improve implementation timeliness. On the HRA
doors, improved control would decrease the potential for unnecessary and/or high
radiation exposures.
