Gentlemen:

Page Amendment No. 4 to the SPMC and its implementing procedures is submitted as Enclosure i pursuant to the requirements of 10CFR50.4(b)(5).

Nine (9) copies are provided to facilitate your review.

New Hampshire Yankee (NHY) requested FEMA to conduct a review of the SPMC in Reference (b).

Most of the comments resulting from that review were addressed in Page Amendment No. 3 which was submitted by Reference (c).

The changes contained in Page Amendment No. 4, which are denoted b) vertice.1 change bars located in the right hand margin, primarily address the following two additional areas where FEMA had comments:

(1) The addition of precautionary action recomendations for selected beach populations, (2) The addition of criteria for entry into the medical screening program for those exposed to substantial levels of deposition.

To assist in your review. Enclosure 2 provides a ma*.rix identifying a summary of the FEMA findings and the NHY responses which are provided in Page Amendment No. 4.
