Operating License No. DPR-16, Docket No. 50-219 Rev.1 - GPU Nuclear Emergency Plan This responds co your May 3,1988 letter to me in which you provided several comments stemming from the NRC review of Revision 1 to the GPU Nuclear Emergency Plan for the Three Mile Island and Oyster Creek Nuclear Stations (1000-PLN-1300. 01 ).
The attached excerpts from Sections 5.5, 7.3 and 7.5 of the Plan have been modified to properly describe the provisions of the Federal Radiological Emergency Response Plan (FRERP).
Figure 24 of the Plan has been modified to incorporate the evacuation time estimates not6d in the implementing procedures and also to delete the words "Potential f'r a General Emergency" from the first block.
In response to your comment pertaining to the recommendation of a protective action, it is neither GPUNC's intent nor philosophy that an indefinite delay should follow the declaration of a General Emergency.
Revision 1 to our Emergency Plan does not change this philosophy.
However, in order to address your concern, the second block of Figure 24 will be revised to incorporate the following guidance:
Go through PAR Logic Diagram to make PAR within
=15 min.
If a decision can not be made within
=15 min. then in accordance with NRC Guidance, as a minimum, recor. mend sheltering out to 2 miles radius and 5 miles downwind, GPU Nuclear Corporation is a subsidlary of the General PJblic Utilities Corporation

If no other PAR is warranted, as a minimum, recommend sheltering for 2 miles radius and 5 miles downwind and continue assessment.
In addition, two new blocks have been insertad to ensure that this PAR logic diagram is reviewed at the Site Area Emergency level in preparation for a potential General Emergency declaration.
In keeping with the guidance suggested in your letter, the emergency action levels (EAL) for the General Emergency as submitted in our letter to you dated December 23, 1987 have been revised to eliminate.the possibility of declaring a General Emergency for events that cannot result in releases exceeding PAG levels offsite.
Specifically, for THI Unit 1, LAL #4.1 has been eliminated and for Oyster Creek, EAL's "I" and "U" have oeen eliminated and EAL's "A" and "E" have been clari fied.
The revised pages are also attached for your review.
The above changes will result in a timely protective action recommendation following a General Emergency declaration. We believe these proposed changes satisfactorily address your concerns. Your timely response is appreciated.
