GULF STATES UTILITIES COMPANY DOCKET NO. 50-458 RIVER BEND STATION, UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 20 License No. NPF-47 1.

The Nuclear Pegulatory Commission (the Connission) has found that:

A.

The application for amendment by Gulf States Utilities Company (the licensee) dated November 13, 1087, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; C.

The facility will operate in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Connission; C.

There is reasonable assurance:

(1)thattheactivitiesauthorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conductec in compliance with the Commission's regulations; D.

The issuance of this license arendment will not be inimical to the conron defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirenents have been satisfied.

Accordingly, the license is anended by changes to the Technical Specifications as indicated in the attachment to this license amendment and Paragraph 2.C.(2) of Facility Operating License No. NPF-47 is hereby amended to read as follows:

(2) Technical Srecifications and Environmental Protection Plan The Technicc1 Specifications contained in Appendix A, as revised through Amendment No. 2v and the Envircorental Protection Plan contained in Appendix B, are hereby incorporated ia the licente. GSU shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

3.

The license aner.drent is effective as of its date of issuance.

' s ULTIMATE HEAT SINK LIMITING CONDITION FOR OPERATION 3.7.1.2 The standby cooling water storage basin shall be OPERABLE with:

a.

A mir.imum basin water level at or above elevation 111'10" Mean Sea Level USGS datum, and b.

A basin water temperature of less than or equal to 82'F.

c.

Two OPERABLE cooling tower fan cells (5 fans per cell) per division.

APPLICABILITY:

OPERATIONAL CONDITIONS 1, 2, 3, 4, 5 and *.

ACTION:

With the requirements of the above specification not satisfied:

With the basin water level less than 111'10" MSL or the temperature a.

greater than 82'F, then declare the SSW system inoperable and take the ACTION required by Specification 3.7.1.1.

b.
