ISSUANCE OF AMENDMENT (TAC h0. 67610)
The Cocmission has issued the enclosed Amendment No. 102 to Facility Operating License No. DPR-61 for the Haddam Neck Plant, in response to your application dated April 5, 1988.
The change revises Technical Specification Fioures 3.17-1A and B, "Axial offset" and Section 3.17.?, "Linear Heat Generation Rate." The change reduces'the Linear Heat Generation Pate (LHGR) by approximately 1KW/ft with a corresponding reduction in the axial offset limits for four-loop operation.
This reduction was necessary to assure the Haddam Neck Plant treets the Interim Acceptance Criteria (IAC) peak clad ten.perature limit of 2300*F with the recalculated lower Erergency Core Cooling System (ECCS) flow rates for large break Loss of Coolant Accidents (LOCAs). The NRC has reviewed the basis for these changes and agrees that based on the upgraded analysis the new limits will traintain the peak clad ten.perature below 2300'F.

licensed power level. The staff had limited power operation to 80 percent i
pcker until you provided analysis to assure that the IAC peak clad tenperature limit was not exceeded. This Technical Specification is necessary to assure the IAC peak clad terperature is not exceeded and the plant can resurre operation l
up to 100 percent power.
