SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE REPORT NO.

50-344/87-41 ,

The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed:its periodic evaluation of the performance of the Trojan facility.

. Your facility was evaluated for the period of November 1, 1980, through

November 30, 1987. The results of the evaluation are documented in the

, enclosed SALP Board Assessment. Currently, we plan to meet with you on April

22,1988 at 8:00 a.m. at your Portland Offices to discuss the SALP report. l

In accordance with NRC policy, I have reviewed the SALP Board Assessment:and ~

concur with its ratings and conclusions. The-performance of the Trojan

facility was evaluated in the functional areas of: plant operations;

radiological controls; maintenance; surveillance; fire protection; emergency '

preparedness; security and safeguards; outagos; quality programs and

administrative controls; licensing activities; engineering; and training. ,

.

Overall, the SALP Board found your performance to be acceptable and directed

'

toward safe facility operation. Strengths noted by the Board included outage  ;

i activities and certification of the training program.

l As was apparent in our March 25, 1988 management meeting, you have initiated

and been somewhat successful in establishing an attitude and atmosphere for '

improved performance at Trojan. For example. nuclear division mana0ement's

.

,

leadership role in your Maintenance Improvement Program was aggressive and

clearly oriented toward improved nuclear safety. The SALP board also  !

'

! recognized improved management involvement in several functional areas.

'

Additionally, the SALP Board recognized a number of your other initiatives to

improve performance, that clearly have merit in the long term, e.g.,

, Procedural Improvement Program, and Design Basis Document Reconstruction.  ;

However, the SALP Board also concluded that continued management attention to

'

assure effective improvements in the interim is needed, particularly in  ;

problem areas such as procedural compliance. Further, the SALP Board [

considered that the various oversight and review committees, in conjunction '

'

with quality assurance, need to assume a more active role in the assessment of I

plant aethities and the implementation of effective corrective action, j

Finally, the SALP Board was concerned that problems experienced during this

SALP period may have been reflective of a lack of understanding of the

improvement initiatives by some of PGE's staff. Of particular concern were

those problems related to proceeding with evolutions in the face of

uncertainty as discussed in the operations functional area. Therefore,

although there appears to be some notable indications of improvements as

discussed in our March 25 management meeting; we suggest that corporate,

nuclear division, and plant management assure that their expectations for

acceptable performance have been clearly communicated to and implemented by

all levels in the organization.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 1

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room, as will any comments

you may wish to submit to NRC regarding the content of the SALP Report.

No reply to this letter is required, however, should you have any questions

concerning the SALP report, we would be pleased to discuss them with you.
