7 Eft-01 UNITED STATES NUCLEAR REGULATORY COMMISSION GPU NUCLEAR CORPORATION ANC JERSEY CENTRAL POWER A LIGHT COMPANY DOCKET NO. 50-219 NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Connission (Connission) has issued Amendinent No.
to Provisional Operating License No. OPR-16 issued to GPU Nuclear Corporation, et al., which revised the Technical Specifications for operation of the Oyster Creek Nuclear Generating Station located in Ocean County, New Jersey.
The amendrent is effective as of the date of issuance.
The atendrent revised the Technical Specification Sections 3.7.6 A.P.E and 6.9.3 to reflect the use of an enriched sodium pentoborate solution in the standby Liquid Control System (SLCS).
The application for the amendnent complies with the standards and requirerents of the Atomic Energy Act of 1954, as amended (the Act), and the Connission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Corsaission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on June 3,1988(53FR20396). No request for a hearing or petition for leave to intervene was filed following this notice.

2 The Connission has prepared on Environrnental Assessment related to the action and has detennined not to prepare an environmental impact statement.
Based upon the environmental assessment, the Connission has concluded that the issuance of this asiendment wilt not have a significant effect on the quality of the human environment.
For further details with respect to the action see (1) the application for amendment dated May 10,1988,(2) Amendment No.124 to License No. CiPR-16, and (3) the Connission's related Safety Evaluation and Environmental Assessment.
All of these items are available for public inspection at the Connission's Public Document Room,1717 H Street NW, and at the Ocean County Library, Reference Department,101 Washington Street, Tosts River, New Jersey 08753.
