ENFORCEMENT DISCRETION FOR CATAWBA NUCLEAR STATION, UNIT 1, DOCKET NO. 50-413 The purpose of this memorandum is to. document that on June 17, 1988, Duke Power Company (DPC) was verbally granted a one-time, four-hour relief from compliance with the Technical Specification (TS) Limiting Condition for Operation (LCO)

Action Statement 3.6.5.1, Ice Condenser.

With ice bed inoperable, the LC0 Action Statement requires, restoration of the bed to operable status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or place the plant in Hot Standby within the next six hours. The unit was in Mode 1 at 100 percent-power at the time of this request. The TS relief allowed D00 to delay the requirement to be in Hot Standby by four hours. This relief was granted by Region 11 per the February 27, 1987, memorandum to Regional Administrators from Harold R. Denton and James M. Taylor regarding relief from Technical Specification LCOs.

As described in Enclosure 1, the four-hour extension was granted for the purpose of avoiding an unnecessary thermal transient of the plant while giving DPC sufficient time to clear the flow passages and declare the ice condenser operable.

The ice bed was declared operable after two hours and 40 minutes of the discretionary enforcement was used.

Prior to relief being granted, the technical issues and extent of discretionary enforcement were discussed with J. N. Grace, L. A. Reyes and E. Merschoff of Region II; G. Lainas, K. Jabbour, J. Kudrick and C. Li of NRR; and T. B. Owen of DPC.
