Gentlemen:
This refers to the inspection conducted by Mr. J. R. Boardman of this office
during the periods of February 29 through March 4; March 21-25; April 4-8; and
June 6-10, 1988, of activities authorized by NRC Operating Licenses DPR-51 and
NPF-6 for the Arkansas Nuclear One, Units.1 and 2, and to the discussion of our
findings with Mr. J. Levine and other members of your staff at the conclusion
of the inspection.
The areas examined during this inspection were followup of issues identified in
NRC Inspection Report 50-313;368/87-23, and the licensee's responses to NRC Generic Letter 83-28, "Generic Implication of ATWS Events at the Salem Nuclear
Power Plant." Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspector.
The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in

violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's "Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of violation enclosed with this letter.
One of the apparent
violations (50-313;368/8805-04), which is described in paragraph 3.a. on page 19
of the enclosed inspection report, is not included in the appended Notice of

Violation. You are requested to be prepared to discuss all aspects of this.
violation with Region IV staff at a future meeting covering the Equipment
Qualification Inspection of Arkansas Nuclear One performed July 14-18, 1986
(NRC Inspection Report 50-313/86-23; 50-368/86-24).
At the time of the above meeting, you are also requested to be able to discuss
your corrective actions in response to the findings identified in paragraph 5
,
of this report.
Two unresolved items are identified in paragraphs 4 and 5 of the enclosed
inspection report.
