Subject:

McGuire Nuclear Station, Un:tts 1 and 2 Docket Nos. 50-369 and 50-370 Circuit Breaker Coordination 1.

(TACS 66899 and 66900)

Gentlemen:

By letter dated June 8, 1988, Duke Power Company responded to Mr. D.S. Hood's (NRC/0NRR)' letter of May 4, 1988 which requested that Duke reevaluate criteria and associated calculations for Breaker and Relay Coordination for both safety related and non-safety related electrical systems' protective devices to assure proper functioning (this request resulted from ONRR's and AE0D's review of a September 6,1987 event at McGuire Nuclear Station-documented in Licensee Event Report 370/87-16).

This letter retransmits the requested information (superseding the June 8,1988 submittal in its entirety), clarifying certain statements made in the June 8,1988 letter.

As discussed with the McGuire AEOD evaluation team, Duke is reviewing breaker coordination calculations in accordance with the Analytical Model Review Control Procedure.

Tne McGuire breaker coordination calculations are being reviewed utilizit'g the Catawba criteria for breaker coordination.

This criteria varies somewhat from that referenced in the NRC evaluation but provides a comparable level of protection.

As a result of this review any changes in equipment or breaker settings deemed necessary will be pursued through the normal design process.

This review was started in September 1987 and is currently due to be completed Febr. ry 1989.

The specific incident cited by the AEOD team involved a maintenance configuration and not normal operational alignments.

As stated in the April 8, 1988 AF0D report, circuit breaker coordination is better in the normal operating configuration.

However, please note that Duke does not consider circuit breaker coordination or the coordination calculation methodology to be a safety issue at McGuire.
