Dear Mr. Thorne:
Enclosed please find an application from Cleveland Crystals Inc. for a license to export 200 kilograms of heavy water to Canada. The heavy water will be upgraded at Ontario Hydro and returned to the U.S. for use in growth of synthetic crystals.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.

Additional Information Cleveland Crystals, Inc. was founded in 1973 and is in the business of producing synthetic crystals and related optic devices.
Crystals grown from heavy water solutions include KD2PO4, RbD2PO4, d-LAP, and CsD2AsO4.
The 99+% heavy water, as purchased, is used in successive crystal growth runs until the deuteration level is reduced to about 85 mass %.
Upgrading is then required to restore the water to the original high deuteration level.
We want to purchase the upgrading service from this Canadian supplier because the tritium content of their heavy water la apparently lower than that available from our domestic source.
The growth of high optical quality crystals is very l
dependent on the use of starting materials of the highest chemical purity.
