Dear Sir:
Subject:
Oyster Creek Nuclear Generating Station Docket No. 50-219 IE Bulletin No. 83-08 Supplemental Report By letter dated April 5,1984, General Public Utilities Nuclear (GPUN) responded to IE Bulletin 83-08.
In response to item 2d of the bulletin, GPUN committed to investigate the feasibility of modifying the control circuits of GE AK-2 circuit breakers.
In accordance.<ith this commitinent, GPUN has continued to monitor the performance of GE AK-2 circuit breakers equipped with undervoltage trip features which are used il safety related applications.
During the period April 1984 through December 1986, five occurrences have been identified in which one of these breakers failed to trip.
Of those five occurrences, three of these failures would not have been prevented by a control circuit modification.
In response to IF.Bulletin 83-08, GPUN implemented an increased preventive maintenance schedule from each refueling outage to every six months.
This increased PM frequeney has resulted in improved performance of the GE AK-2 circuit breakers.
Of those failures which have occurred, only two (2) n.ay have been prevented by a hardware modification.
During the period April 1984 through Decw or 1986, approximately 139 maintenance activities verifying UY trip o ability were performed. The high number of satisfactory tests of these brukers greatly outnumber the few failures which have occurred.
At this time, GPUN believet t.he increased PM program results in adequate reliability of these breakers to perform their function when required.
GPUN 1
will continue the PM program and will trend failure data to assure continued reliability of these componer s.
Since the PM program has proved effective in assuring :;perability cf t'. AK-2 circuit breakers, no modifications to the j
control circuitry are deemed, acessary at this time.
