This refers to an Office Inspection and review made by NRC Region I personnel
of measurements made by a representative of the State of Vermont, Department of
Health, during June 8-10, 1988, of sludge at the Town of Brattleboro's waste
treatment facility.
Some of the radioactivity measured at this location origin-
ated at the Vermont Yankee Nuclear Power Station.
The above measurements at the town of Brattleboro's sewage waste treatment
facility are described in a report by the representative of the State of
Vermont which is attached to the NRC Region I Inspection Report enclosed with
this letter.
The 'nspection consisted of a review of the analytical results

provided in the above referenced report.
Disposal of sewage waste into this
l
waste treatment facility occurred during the period of January,1986 through May,
1988.
Based on the results of the inspection, we are considering the issue to be
unresolved at this time. Af ter you have completed your review of the situation,
we will determine whether further action is sppropriate.
You are requested to respond to the concerns identified in the attached report
within thirty days of the date of this letter.
Your response should include a
written statement or explanation in reply, including:
(1) the corrective steps
which have been taken and the results achieved; and (2) corrective steps which
will be taken to avoid further problems in this area. In particular, we are
concerned that the pathway by which this contamination escaped the radiation
controlled area may not be fully identified and evaluated.
In your response,
please provide us with your detailed evaluation of this pathway and your actions
to control future releases.
