PELIEF FROM RE0VIREMEtlTS OF ASME SFCTION XI FORT CALHOUN STATION (TAC NO. 65998)

By letter dated Jure 10, 1986, OmahaPublicPowerDistrict(OPPD) identified i

specific ASME Code requirements that OPPD detemined to be impractical to be perfomed and provided supporting technical infomation. The staff completed its review with a conditional Safety Evaluation, dated November 10, 1986. The conditional requirement was that OPPD would select additional accessible welds l

to maintain the sample size.

l By letter dated August 12, 1987, OPPD informed the staff that the inaccessible welds in the feedwater system were subject to examination because the detection of recordable surfree indications required expansion of the sample to include 100 percent of the weld locatiens.

In addition. OPPD infomed the staff that some of the inaccessible welds were not subject to examination.

The staff has completed its review of the August 12, 1987 and has concluded l

that the November 10, 1986 Safety Evaluation is still correct in concept end represents an accurate evaluation of the infomation provided. The enclosed Safety Evaluation supplements that infomation and relief has been granted for certain examination recuirements with certain conditions described in the Safety Evaluation.

Accordingly, relief from certain requirements of Section XI of the ASME Code is hereby granted, as described in the November 10, 19R6 and enclosed Safety Evaluation.
