HADDAM NECK PLANT - SEP TOPIC VIII-2, "0NSITE EMERGENCY POWER SYSTEMS (DIESEL GENERATORS) (TAC NO. 51934)

In a Safety Evaluation dated August 28, 1981, the staff noted that the diesel generator over current, reverse power, and loss of field protective trips are not bypassed during energency operation and that this was not in agreenent with current NRC guidelines. In the staff's "Integrated Plant Safety Assessrrent", dated June 1983, the staff agreed that Connecticut Yankee Atomic Power Company's (CYAPCO) prcposal to bypass or use coincident logic for all diesel generator protection trips other than the engine-overspeed and generator differential trips under accident conditions would resolve this SEP topic.

By letter dated Parch 17, 1988 CYAP" stated that during the 1984 cod 1986 refueling outages, CYAPCO con.pleted , te n.odifications necessary to resolve this SEP topic. Specifically, CYAPC0 installed trip bypass circuitry for the generator reverse power and generator loss of field trips during the 1984 refueling cutage. Because of the unavailability of qualified relays during the 1984 outage, the trip bypass circuitry for the generator overcurrent trip was corpleted during the 1986 refueling outage.

These nodifications were verified in Inspection Report 87-08 dated May 19, 1987.

Therefore, the staff considers SEP VIII-2, "Onsite Energency Power Systems -

Diesel Generator" to be cortplete.
