-Supplemental Technical Specification Proposal Gentlemen:
By letter dated December 17, 1986, and supplemented February 13, 1987, March 12, 1987, and September 8,1987, Duke submitted proposed changes to the McGuire Nuclear Station Technical Specifications which would change a surveillance requirement for the cold leg accumulator isolation valves to clearly allow the use of a power disconnect switch.
Such a switch has been installed on each McGuire unit such that physically removing the breaker from the curcuit (in accordance with the present specification) is no longer required to er.sure pener is i.emoved from the valve operator.
The NRC staf f has indicated a concern, transmitted by Mr. D.S. Hood (NRC) to Mr. J.B. Day (DPC) in a telecon on April 26, 1988, involved the possibility of an undetected failure in the power disconnect circuitry. While Duke does not believe this to be a problem, Duke has agreed to include an additional surveillance requirement to verify proper operation of the power disconnect curcuitry on an eightesn month basis. The revised proposal page is attached.
No further justification is required as this supplement to the original proposal will only impose an additional surveillance requirement on McGuire to resolve staff concerns.
As this supplements an earlier proposal, no additional fees are required.
