SUBJECT: SUPPLEMENTAL' SAFETY EVALUATION FOR SECOND IST INTERVAL

The second 10-year interval of inservice testing (IST) of pumps and valves

convenced in Septenber,1984

A number of GPU Nuclear proposals and relief

requests regarding the content and methods of the second interval IST program

have been received and evaluated during the past four years. The NRC staff

provided GPU Nuclear with its safety evaluation of these proposals on March 19,

1987. In that safety evaluation we granted relief in sone cases, denied relief

in cther cases and offered GPU Nuclear an opportunity to provide additional

justification for relief as appropriate.

GPU Nuclear has provided additional

justification in submittals dated September 17 and November 3,1987. The

forner letter dealt with deletion of two valves in the emergency diesel gener-

ator starting air system (EG-V17A/B) from the IST program. The latter dealt

with periodic disassembly of four sets of check valves (BS-V30 A/B, BS-V52 A/B,

DH-V14A/B,MS-V9A/B).

This letter transmits a supplenent to our March 19, 1987

safety evaluation which addresses these two recent GPU submittals.

In addition,

,

the safety evaluation discusses a pair of valves (EG-V10 A/B) which were noted

in NRC Inspection Report No. 87-10 to not be included in the TMI Unit 1 IST

,

program.

The enclosed safety evaluation supplement nakes the following conclusions:

1.

The NRC staff agrees that valves EG-V17 A and B do not perform a safety-

related function and nay be excluded from the IST program.

2.

The inspection program for disassembly of the check valves listed above

.

as stipulated in our March 19, 1987 safety evaluation is to be naintained

(i.e., sample inspection during each refueling outage) on the basis that

relaxation of the inspection frequency to one valve each 10 years has not

(and possibly cannot) been justified.

3.

GPU Nuclear is requested to add valves EG-V10 A and B to the TMI-1 IST

program on the basis that they do provide a safety-related function and

should have originally been included in the program.

Our March 19, 1987 safety evaluation stated that several plant n:odifications

needed to allcw inservice testing of various corrponents were planned during

the 7R refueling outage.

This outage is scheduled to begin in June, 1988

Please provide at least verbal confinnation that each of these n:odifications

is in fact scheduled for completion during this outage.
