Dear Mr. Walker:

On June 28 and 29, 1988, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted biannually to focus NRC resourcas on those plants and related issues of greatest safety significance. At this meeting, the Fort St. Vrain facility was categorized as requiring no further NRC special attention beyond the 4

regional office's current level of monitortg.

A suunary of the discussions held relating to Fort St. Vrain is provided below:

Fort St. Vrain continues to demonstrate improved perfonnance and discipline in their operational activities.

Since the last meeting, the plant has twice established new monthly power production records for the facility.

The NRC headquarters.ruit Operational Safety. Team Inspection (May 9 20, 1988) found strong management involvement in plant activities, an attitude directed towards safe operation, and programs in place to enhance efficiency and safety. However, maintenance on the balance of plant, procedure improvements, procedural compliance, and personnel errors need continuing licensee attention. Regional and resident inspection activities will be applied consistent with the flexibility afforded within the NRC Inspection Program.

The NRC staff no longer considers Fort St. Vrain as having w'eak.

nesses that warrant increased NRC-wide attention.

An NRC Connirsion meeting open to the public has been scheduled for July 13, 1988, to review the results of the latest meeting of NRC managers.

Mr. Robert D. Martin, the Region IV Administrator, has dis. cussed the basis for 1

our conclusions with regard to the Fort St. Vrain facility with members of your staff.
