THREE HUNDRED AND THIRTY-FOURTH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, FEBRUARY 11-13, 1988 The Advisory Comittee on Reactor Safeguards held its 334th meeting in Washington, D.C.

on February 11-13, 1988.

A sumary of actions is presented below:

ACRS REPORTS / RECOMMENDATIONS The Comittee prepared a report on the Tennessee Valley Authority's Management Reorganization.

(Letter to Chairman Zech, dated February 19, 1988)

The Comittee prepared a report providing ACRS Coments on Development of a Method to Establish Priorities for Research Activities.

The Comittee provided comments on SECY-87-314, Interim Policy Statement on Maintenance of Nuclear Power Plants, Dated December 30, 19 E

TN Comittee prepared a letter of transmittal to Congress forwarding its recent reports on the NRC Safety Research Program.

2 February 29, 1988 OTHER ACTIONS, AGREEMENTS, ASSIGNMENTS AND REQUESTS The Comittee discussed the allocation and use of its resources, consid-ering in particular the requirements for advice in areas related to nuclear waste management as well as nuclear reactor safety.

The Comittee was briefed by representatives from EPRI on proposed requirements for smaller nuclear power plants with more passive safety features.

The Comittee expects to keep itself infonned regarding EPRI efforts.

Representatives from DOE and its contractors briefed the Comittee regarding the conceptual design description for the Modular High Tempera-ture Gas Cooled Reactor, and for two liquid metal reactors (Power Reactor Inherently Safe Module-PRISM and Sodium Advanced Fast Reactor-SAFR).

In addition, the NRC Staff discussed a draft Comission paper concerning the key licensing issues for the DOE-sponsored advanced reactor designs.

The Comittee plans further consideration of this Comission paper during the 335th ACRS meeting (March 10-12,1988).

The Comittee was briefed by representatives of AEOD regarding reports on feedwater regulator valve perfortnance.

Since the last report of ACRS activities, the following subcomittee meetings have been held:

Thermal Hydraulic Phenomena, January 20-21, 1988 - To review the documentation developed by LANL to support the TRAC PF1 Thermal-Hydraulic Code pursuant to NRC Code Scaling Assessment and Uncer-tainty requirements.

Waste Management, January 21-22, 1988 - To review pertinent High-and Low-level Waste topics and research efforts.

Structural Engineering, January 22, 1988 - To review the results of i

the concrete containment model test.

Decay Heat Removal Systems. January 28, 1988 - To continue its review of the NRC Staff Resolution Position for USI A-45, "Shutdown Decay Heat Removal Requirements."

Generic Items, January 29, 1988 - To discuss the procedures being used by the NRC Staff to define and modify the scope of generic issues and unresolved safety issues.

Safety Research Program, January 29, 1988 - To discuss the methods to be used by NRC/ Staff to establish priorities for research activities.

3 February 29, 1988 TVA Organizational Issues, February 2-3, 1988 - To continue its review of the safety issues associated with TVA management reorganization and the Sequoyah restart.

Safety Philosophy, Technology, and Criteria, February 9,1988 - To discuss the near-final draft of the NRC Staff proposed Implementa-tion Plan for the Safety Goal Policy Statement.

Human Factors, February 10, 1988 - Briefing by Dr. Richard Pew of Bolt, Beranak and Newmon, Inc. on topics of interest to the ACRS concerning Human Factors.

FUTURE AGENDA The following items have been proposed for consideration during the ACRS meeting on March 10-12, 1988:

Quantitative Safety Goals - Briefing and discussion of proposed implementation plan for NRC quantitative safety goals.

Operating Incidents and Events - Briefing and discussion regarding reccat operating events and transients in nuclear power stations.

Advanced Reactors - Briefing by and discussion with DOE and NRC representatives regarding the DOE Adva ~ced Reactor Severe Accident Program.

Generic Issues - Discuss effectiveness of NRC process for identifi-cation and resolution of safety-related issues.

Safety-Related Issues - Discuss proposed hierarchical structure for important safety-related issues.

Radiation Embrittlement of Reactor Pressure Vessel Materials Review and comment on proposed Regulatory Guide 1.99, Radiation Embrittlement of Reactor Pressure Vessel Materials.

Training ano Qualification of NRC Technical Personnel - Briefing and discussion regarding proposed changes in NRC program for training and qualification of NRC technical personnel.

Human Factors - Briefing regardina National Academy of Sciences report by NAS Panel Chairman regardlng research needed.

Radiation Damage to Structural Materials - Briefing and discussion of NRC's proposed resolution of potential radiation damage to nuclear power plant structural materials.
