Dear Mr. Leonard:

In your letter of March 2, 1988, you submitted the balance of responses to questions raised by the staff in the July 21, 1987 presentation and discussion j 2 on the proposed Supplemental Containment System (SCS). Your original submittal on the proposed SCS was made on August 28, 1987.  !

We have completed a preliminary review of the. docketed information regarding ,

the SCS and conclude, as follows:

1. The proposed use of Quality Group D criteria in conjunction with the same seismic design criteria as were used in the design of safety related structures, systems and components as described it, the
Shoreham Updated Safety Analysis Report is acceptable for design of l the SCS. j
2. Authorization to connect and use the SCS when built with the Shoreham plant must await completion of the staff's review. The staff will  :

need to examine in areater detail the interconnection of the SCS with  !

i the Shoreham primary containment and the SCS inspection and [

] maintenance programs. ,
