2. Details Vermont Yankee Nuclear Power Corporation (VYNpC or the licensee) discussed the protocol in the VYNPC organization and the interface for correspond-ence and the dialogue between the NRC and Vermont Yankee Nuclear Power Station (VYNPS or Vermont Yankee) facility personnel. The licensee indi-cated that it did not contest the results of the replacement examination ddministered in August 1987 and requested a re examination date be scheduled in January 1983 for those candidates who failed that examina-tion. The licensee discussed the possibility of using a computerized form for future submittal of operator license applicant information.

The licensee discussed its requalification training program, including accelerated emergency operating procedure treining, a block training con-cept and the impact on licensed operators during simulator training. The licensee indicated that increased training on normal operations and miti-gation of abnormal transients should be expanded into the requalification training program and the majority of simulator training should not be spent only on emergency procedures. Also, the licensee requested an up-date on the status of revisions to the NRC requalification effort and its effect on the Vermont Yankee requalification progran.

Enclosure 1 2 The NRC commented on the re-organization of the NRC Region I Operator Licensing Section and its function. The NRC discussed the requirement for a continuous requalification training program and commented that a i.nange to decrease the scope of the curr(nt Vermont Yankee program must be reviewed and approved by the Office of Nuclear Reactor Regulation (NRR) through the NRR Project Manager. Also, an explanation of the current status of the NRC requalification revision was presented by the Operator Licensing Section Chief.

The NRC acknowledged the concern expressed by VYNPC personnel on emergency operating procedure training and commented that the simulator training should encompass the normal, abnormal and emergency training required for safe operation of the plant. The NRC scheduled a tentative examination date, in January 1988, for a re-examination of those candidates failing the August examinations.
