This refers to the roucitie safety inspection conducted by Messrs. J. E. Hard

and M. M. Moser of this office on May 15 through June 25, 1988, of activities

at the Prairie Island Nuclear Generating Plant, Units 1 and 2, authorized by

NRC Operating Licenses No. OPR-42 and No. DPR-60, and to the discussion of our

findings with Mr. Watzl and other members of your staff at the conclusion of

the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

,

No violations of NRC requirements were identified during the course of this

inspection.

However, our inspection report identifies and discusses items of

safety concern to our inspectors.

substation activity in Section 3.

A special meeting was held in Glen Ellyn,

IL on January 7,1988 between Northern States Power and RIII management to

discuss temporary procedures for the control of substation work while a

!

long-tenn solution was being negotiated between the parties involved.

These

temporary procedures seem not to have been formalized. A written response is

requested to clarify the events surrounding the May 25 actuation and the

'

status of controls over substation work.

'

In accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy of

this letter and the enclosure (s) will be placed in the NRC Public Document

Room.
