Gentlemen:

This is in response to your letters of January 14, 1988, and May 5, 1988, I

regarding Revisions 11 and 12 to the Wolf Creek Physical Security / Contingency /

Training and Qualifications Plan. We have reviewed the information contained in the revisions and have determined that portions of the revisions are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

However, as indicated in the enclosure, certain other portions decrease plan effectiveness and are therefore inconsistent with the provisions of 50.54(p).

Accordingly, you are to follow your previously approved plan in regard to these items. Resubmit corrected plan pages as necessary to maintain plan continuity.

Should you want to pursue changing the plan with respect to the issues set forth in the enclosure, you should resubmit under the provisions of l 10 CFR 50.90. l The enclosure to this letter contains Safeguards information of a type specified in 10 CFR 73.21 and is being withheld from public disclosure.
