Gentlemen:
Subject: Combined Inspection Report Nos. 50-277/88-05 and 50-278/88-05
A routine, unannounced safety inspection o' your solid radioactive waste and
radioactive materials shipping programs was conducted by Mr. H. Bicehouse of
this office on February 8-12, 1988 at the Peach Bottom Atomic Power Station.
Our findings were discussed with Messrs. D. LeQuia and G. Daebler and others of
your staff at the conclusion of the inspection on February 12, 1988.
Areas of your solid radioactive waste and radioactive materials shipping
programs examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of proceduras and representative
records, interviews with personnel and observations made by the inspector.
We have reviewed the actions taken to correct the violations brought to your
attention in the enclosure to our letter dated November 20, 1986. The
corrective actions stated in your letters, dated December 31, 1986 and
March 30, 1987, appear to be adequate to prevent recurrence.
Based on the results of this inspection, it appears that certain of your activ-
ities were not conducted in full compliance witn NRC requirements, as set forth
in the Notice of Violation, enclosed with this letter as Appendix A.
These
violations have been categorized by Severity Level in accordance with the NRC
Enforcement Policy (10 CFR 2, Appendix C). You are required to respond to
this letter and in preparing your response, you should follow the instructions
in Appendix A.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedure of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL96-511.
