The Nuclear Regulatory Comission (the Comission1 has 'ound that:

The application for amendment by Northeast Nuclear Energy company, et al. (the licensee), dated May 26, 1986, as supplemented by letter i

dated August 11, 10P7, complies with the standards and requirements l

of the Atomic Energy Act of 1954, as amended (the Act), and the i

Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (il that the activities authorized by this amendment can be conducted without endangering the health and

.iafety of the public, and (ii) that such activities will be ccnducted in compliance with the Comission's regulations; l

The issuance of this amendment will not be inimical to the comon I

defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance wi:h 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amanded by changes to the Technical Specifications as indicated in the attachment to this license amendment, 1

and paragraph 2.C.(2) of Facility Operating License No. DPP-65 is hereby amended to read as follows:

The Technical Specifications contained in Appendix A, as revised through Amendment No.128, are hereby incorporated in the license.

The lirnsee shall operate the fecility in accordance with the Technical Specifications.

This license amendment is effective as of the date of issuance.

REFUELING OPER ATIONS SPENT FUEL POOL 1

LIMITING CONDITION FOR OPERATION 3.9.20 Prior to consolidation of spent fuel assemblies, the candidate fuel assemblies must have decayed for at least 5 years.

I APPLICABILITY:

During all consolidation operations.

ACTION:

With the requirements of the above specification not satisfied, replace candidate assembly with an appropriate substitute or suspend all consolidation activities.

SURVEILLANCE REQUIREMENTS The decay time of all candidate fuel assemb!!es for consolidation shall be 4.9.20 determined to be greater than or equal to five years within 7 days prior to moving the fuel assembly into the consolidation work station.
