Dear Mr. Rouse:

I recently wrote advising you of our ocupany's change of nane, i.e.,

frcun GA Technologies Inc. to General Atcutics (referenced letter). %e pirpose cf this letter is to request that cur license be amended to read "General Atmics' as the licensee and to subnit revisions to three pages of our license which were affec.ted by our name change.

l We revisicos consist of singly changing "GA Technologies Inc." to read "General Atcaics" in the text of our license specificaticAs.

l Another change that recently occurred concerns the person, but not the position, to whcm the director of Human Resources reports.

Please recall that all functions responsible for assuring ocmpliance with 1

applicable license requirements, regulations, etc.,. are part of the Human Resources organization. Se director of Hunan Resources reports to a mater of General Atcutics' (GA's) Board of Directors.

Until recently, Mr. Rod Radenacher, the director of Human Resources, had reported to Mr. Beau Graves, a meter of GA's Board of Directors and Senior Vice President of the Diterprises Divisicn.

MATERIAL LICENSE LIMITS 4

This license, SNM-696, authorizes General Atomics (GA) at its San Diego site, which includes facilities at 10955 John Jay Hopkins Drive and 11220 Flintkote Avenue, to acquire, deliver, receive, possess, use, and transfer special nuclear material in the forms of metal, metallic alloy, or compounds as follows:

This license also authorizes GA to possess in private carriage the above SNM, including any associated source or byproduct material in packages approved pursuant to 10 CFR 71 or otherwise in accordance with DOT regulation. Such material shall be protected during transit in accordance with 10 CFR 73, the licensee's approved security plans and conditions of license.

( ) 3.2.2 compliance Functions I

All functions responsible for assuring compliance with applicable license requirements and controlling the radiological and nuclear safety and safe-guards of licensed material are part of the Human Resources organization of General Atomics.

Namely, these functions are:

Nuclear Safety, Licensing, Safety and Nuclear Compliance, Nuclear Material Accountability, Statistics &

Measurement Control, Security, and Health Physics.

i The Director of Human Resources, or his designee, will establish the necessary policies of operation, cause them to be published in company-wide guides and manuals, and coordinate related activities with operating groups to assure comoliance with related policies, procedures, regulations and license conditions. The Director of Human Resources reports directly to a member of l

the Board of Directors of General Atomics (see Figure II 3.1-1).

( ) or supervisors which are synonymous titles for signifying the responsible person.

3.2.2.1 Licensing, Safety and Nuclear Compliance (LSNC)

This function administers licenses and reviews and approves all Work l

Authorizations (WA) involving SNM for compliance to applicable regulation and i

license conditions. This function provides interpretation of licenses and regulations, determines the need for licensing actions, coordinates the prep-I aration and processing of applications, disseminates license requirements to operating organizations, and maintains or oversees maintenance of master lic-4 i

ense records to permit independent review by NRC or GA audit functions.

addition, this function supervises and is responsible for the overall plan-ning, coordination, and administration of the special nuclear material meas-urement control and accounting, nuclear safety, health physics, and industrial safety functions.
