Letter, J. M. Pilant to W. O. Long, dated August 22, 1986, "Response to the Request for Additional Information on CNS E0P Procedures Generatien Package".
Gentlemen:
Revision 2 of the Cooper Nuclear Station Procedures Generation Package (PGP) was submitted for review in the above reference.
Due to upgrades in the District's Nuclear Training program as a result of the INP0 Accreditation process, changes have been made to the Emergency Operating Procedure (EOP) training activities discussed in Revision 2 of the PGP.
Attached are revised pages to Revision 2 of the PGP that reflect the above changes made to the training program. The changes are denoted by revision bars in the right hand margin.

o s-Scenarios were carefully chosen by using the follouing criteria:
To fully exercise each section of the E0Ps.
To include scenarios which encompass multiple failures.
The anticipated frequency of a certain malfunction at CNS.
The importance of a malfunction as related to a safety event or a malfunction that will cause a safety event.
Related industry operating experience.
Whether the simulator training is initial or requalification.
The frequency the evolution is conducted at CNS, i.e.,
infrequent evolutiens should be included.
To include those control manipulations outline,d in the March 20, 1980 letter from Harold Denton, Director of NRC to All Power Reactor Applicants and Licensees, which would require the use of the E0Ps.
INITIAL E0P CONTROL ROOM WALKTHROUGHS F0P control room walkthroughs were conducted to cover those items that could not be adequately covered in the classroom and simulator training. The walkthroughs provided practical experience with the E0Ps and the team approach to the use of the E0Ps was stressed.
The walkthrough training concentrated on:

Interactions of the operators in the control room These walkthroughs also served to cover those differences between the CNS control room and the simulator used for training.
INITIAL E0P TR.51NING DISCREPANCIES Discrepancies and comments detected during the training were documented on training discrepancy sheets. All training discrepancy shects were forwarded to the CNS Operations Manager for resolution.

EOF REQUAL TRAINING E0P continuing training will be conducted in accordance with the Licensed Operator Requalification course (COR009) and Shift Technical Advisor (STA) Training Program Description (TPD).

TRAINING FOR E0P REVISIONS The CNS Operations and Training Department determines operator training requirements based on the ext ent of the E0P revision.
Refer to the Administrators Guide for the Emergency Procedures course (INT 008) for the training requirements on revisions to Emergency Operating Procedures.
VII.
E0P REVISIONS AND REVIEW Station procedure 0.22, "Preparation, Review and Approval of Emergency Operating Procedure Changes", specifically controls revisions to the E0Ps and the review process for current applicability of the E0Ps.
This procedure details the process used to ensure revisions are properly implemented and approved. As part of the revisional process, justification for change is provided, conformancy with the Writer's Guide ensured, deviations from the EPGs documented, and verification / validation performed if required.
Operator training required for the revision is determined and conducted.
