RECOMMENDED OPERATING [NSTRUCTIONS NAC CASK GENERAL:

These Instructions cover the recommended procedure to be followed when loading or unloading the NAC cask onto the trailer, the recommended procedure to be followed when preparing the cask for loading with radioactive components, and the maintenance procedure required each time the cask is used.

The instructions do not cover the special procedures for loading the active components into the cask and the monitoring that may be required during the loading and unloading v+catica. These instructions are the responsibility of the operations personnel nt the various locations where the cask is used.

On arrival the cask will be mounted on a special trailer and bolted to the trailer with two 1-1/2 inch tie-down bolts at each end of the cask. Completely surrounding the cask will be a safety cage that is clamped to the bed of the trailer. The cask-may also be covered by plastics and a tarpaulin.

Included on the trailer will be a box containing the lid lifting shackle and the required balts. Not included are

  • ho tools required to remove any of the hardware.

CASK DESCRIPTION:

The main components of the cask consists of a main body that incorporates the lifting lugs fer the cask, shielding, and an inner 12"x12" cavity for the radioactive materials. Attach at each end is a lid that is bolted to the body with 24-1" dia nuts. With the nuts off the lid cannot be taken off until two retaining pins are removed.

The lid at the "A"

end has a drain valve and a pl.1gged outlet fitting.

,a OPERATING INSTRUCTIONS FOR A CASK "EMPTY" CONDITION NOTE-TOOLS REQUIRED-not supplied with the cask.

2 of 2-1/4" socket 1" drive.

Ratchet wrench - 1" drive.

8" long drive extension 1" drive.

Torque wrench - 1" drive - maximum required torque 600 lb ft.

Removal tool for the lid retaining pin.

Radiation and surface contamination measuring instruments.

Seal wire cutters.

REMOVAL OF SAFETY CAGE:

1.0 Monitor radiation level:

On the surface of the cage, At 1 meter from the surface.

Measure surface contamination level.

Record-- If above allowable report to radiation safety supervisor.

If below allowable continue to step 2.0 2.0 Remove bolts and release cage clamps. Lift cage from the cask using the two lifting lugs on the top of the cage.

Weight 450 lbs.

INSPECTION 1.0 connect a hose to the drain valve at the "B"

end of the cask and direct it to a suitable exhaust system. Open the drain. valve to relieve nnv differential pressure. Precautions should be taken for any built up gas. pressures.

After venting remove hose.

2.0 Remove pipe cap from the "A" end of the cask and leave open for use after the cask is removed from the pool.

3.0 Remove the 24 - 1" nuts holding the "A" lid on.

Leave the two lid retaining pins in place.

4.0 Attach lid shackle assembly to the "A"

lid using two 1-1/2 x 6" long bolts.

5.0 Attaen ersne to lid shackle and take up the slack.

6 '. 0 hemove the two lid retaining pins.

7.0 carefully slide the lid horizontally with the lid riding on the guide pins. Avoid damage to the threads of the studs.

Weight-- 1800 lbs 8.0 tie n s u r e radiation level inside the cavity so that proper precautions and handling procedures for the basket removal can be established.

9.0 Inspect gasket on tand of eask for foreign material and damage to the sealing surface of the cask and lid. Replace gasket if necessarv.

'10.0 Inspect the lid studs and nuts for galling or other-thread damage and repair if necessary by renewing threads with e, tap or die or replacing the hardware.

fl.0 Slide basket out of-the cask cavity and, depending on the basket being used, inspect that-all bolts and nuts are tight, hinges and latches-are in working _ order, and all required parts are in place and nothing interferes with the movement of the

' basket.

12.0 Check the continuity of the thermocouple in the cask cavity at the thermocouple connector on the "B"' lid.

13.0 Slide basket back into the cavity and replace the lid using only the 2 retaining pins to hold the lid in place. Disengage the crane from'the lid shackle.

14.0 Remove any "CASK EMPTY" labels from the cask.

CASK PLACEMENT IN LOADING POOL 1.0 Using the horizontal lifting yoke engage all four cask trunnions and lift the cask into the loading pool. Disengage and remove lifting yoke.

2.0 Remove the two lid retaining pins and withdraw lid from the cask.

3.0 NOTE-THE CASK IS NOW READY FOR REMOVAL OF THE LOADING BASKET FROM THE CASK AND THE LOADING OF THE CONTENTS ACCORDING TO SITE OPERATING PROCEDURES.

THESE PROCEDURES ARE THE RESPONSIBILITY OF THE USER OF THE CASK AND ARE NOT INCLUDED IN THESE INSTRUCTIONS.

REMOVAL OF CASK FROM LOADING POOL 1.0 Following the completion of the loading procedure the lid is replaced :nto the cavity of the cask and the 2 retaining pins insertad to hold the lid in position.

2.0 Using the horizontal lifting yoke lift the cask out of the loading pool and decontaminate by established site instructions. Allow to compietely drain before placing the cask on the floor.

PREPARATION FOR SHIPMENT-1.0 Measure and.. record external loose contamination level and establish that it is not greater than t%-

allowable.

Allowable levels are:

2200 dpm/cm2 beta-gamma activity, 220 dpm/cm2 alpha activity.

2.0 Measure and record radiation level:

On the surface, At I meter from the surface.

Establish that it is not greater than the

. allowable.

Allowable levels are:

300 mr/hr at the surface, 10 mr/hr at a distance of I meter.

3.0 Connect an adjustable air pressure supply to the pipe "'s t l e t on the

lid. Air supply to consist of 0-80 psi pressure reducer, shut off valve and 0-80 psi pressure gauge.

4.0 Pressuri e cask to 10 psig and check for air leaks 6

at the gasket, pipe threads, relief valve and the drain valve using a soap solution or a commercial product such as "SNOOP" or "SLEUTH".

Increase pressure to 15 psig to clieck the-operatton o f lite relie f valve. Relief valve should operate at 15 psi + or 75 psi. Discharge air to a suitable duct system after tests are completed. Reiteve ail-pressure from the cask bv means of t he dratn valve at the "3" end of the cask and replace cap on pipe.

NOTE: As a requirement of registration t.he cask is pressure tested each vear at 30 psig.

3.0 With the horizontal lifting yoke engaged with the four cask trunnions, lift the cask from the trailer and set it on a surface capable of suppoting the weight of t he -cask.

PREPARATION FOR PLACEMENT IN THE UNLOADING POOL 1.0 Open drain valve at the "B"..nd of the cask to relieve any differential pressure. Any aas released from the cask should be vontad to an exhaust system.

2.0 Remove pipe cap from the "A" end of_the ensk and leave open for use arter the cask has been removed from the pool.

3.0 Remove the 24 1" nuts holding the "A"

lid on. Loave the two retaining pins-in place but remove the seal wire.

4.0 Attach lid shackle nssembly to the "A"

lid using the two,1-1/2 x 6" long bolts.

CASK PLACEMENT IN IINLOADING POOL 1.0 Using the horizontal lifting yoke lift the cask into the pool, disengage and remove lifting yoke.

2.0 Remove the lid retaining pins and withdraw lid from the cask.

3.0 NOTE - THE CASK IS NOW READY FOR REMOVAL OF T!!E CONTENTS FROM THE CASK ACCORDING TO SITE OPERATING PROCEDURES. THESE PROCEDURES ARE THE RESPONSIBILITY OF THE USER OF THE CASK AND ARE NOT INCLUDED IN THESE INSTRUCTIONS.

REMOVAL OF THE CASK FROM THE UNLOADING POOL 1.0 Following completion of the unloading procedure the lid is replaced into the cavity of the cask and the two retainong pins inserted to hold the lid in position.

2.0 Using the horizontal lifting yoke lift the cask out of the pool and decontaminate by established site instructions. Allow to completely drain before placing the cask on the floor.

Place the cask at a slight decline towards the un-bolted lid of the cask and leave for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. As a precaution make provision to catch any contaminated water that may still drain from the cask.

l 3.0 Remove the tid shackle assembly.

.4.0'. Secure the tid with the 24 1" hex nuts-and torque to seat the inner f ace o f t he lid on the end sealing face of the cask. Torque to be 150-200

Tighten bolts in an alternating pattern that is diagonally opposite.

i.e.

nut 81, nut *13, nut 82, nut 814 etc.

5.0 Remove any remaining moisture that may ne in the cask by attaching an air line to the outle!

..e "A" lid and blow-air into the cask to drive the moisture out the drain valve. When complete close the drain valve, remove the air supply and replace the cap.

F.

PREPARATION FOR SHIPMENT 1.0 Measure and record the external loose contaminatin Level and establish that it is not above the allowable.

Allowable levels are:

2200 dpm/cm2 beta-gamma activity, 220 dpm/cm2 alpha activity.

2.0 Measure radiation level:

On the surface of the cask, At 1 meter from the surface.

Record and establish that it is not above'the allowable.

Allowable levels are:

200 mr/hr at the surface, 10 mr/hr at a distance of 1 meter.

3.0 Affix "CASK EMPTY" labels to the cask.

l.0 Load the cask on the trailer using the horizontal lifting voke. The "A" end of the cask is towards the front of the trailer.

5.0 Bolt the cask to the trialer using the four 1-1/2" bolts. torque to 600 ftlb.

6.0 Install the cash surface thermometer bulb into the well on the side of ' he cask.

7.0 Lift the surety cage over the cask using the lifting lugs at each end of the cage.

8.0 Secure t.he safety cage ta the tratler with Ihe s i 'x clamps and secure the clamo handles in positton.

3.0 Remove the labels from the safety cage p.rtaining.
