REVIEW 0F LICENSE AMENDMENT REQUEST, AMENDMENT NUMBER 04

Background

On March 3,1983, NRC issued a renewal of License Number SNM-1174, which gave the Kerr-McGee Sequoyah Fuels Corporation 5 years to complete the decontamination of facilities and report the results of the decontamination activities and the basis for unrestricted release d 'he facilities.

By letter dated January 12, the licensee noted that not all activities were expected to be completed by that date (March 31,1988) and accordingly l

requested that License Condition No. 04 be amended to extend the expiration i

date to show December 31, 1989, as the new date for completing decontamination activities of the facilities and grounds for unrestricted use.

Discussion A recent inspection of decomissioning activities was conducted at Sequoyah Fuels Cimarron Plutonium Plant on December 7-9, 1987.

(Inspection Report No.

l 70-1193/87003(DRSS)). The inspector observed that all process equipment and building systems have been decontaminated and/or shipped for offsite disposal, and that all waste containing transuranic nuclides in concentrations too high j

to allow comercial burial site disposal have been disposed of through the Department of Energy. On Novemoer 30, and December 1, 1987, Region III conducted a routine safeguards inspection and determined that the licensee I

was in compliance with applicable NRC requirements. The inspector concluded that the licensee's request to extend the license expiration date is reasonable and necessary in order to make the facilities available for i

unrestricted use. Project personnel from the Office of Nuclear Material Safety and Safeguards were contacted concerning this request. They agreed that extending the expiration date is acceptable.

Radiological Safety No new radiological safety issues are raised by this amendment request. The licensee's radiological safety organization will continued to monitor decontamination activities.

Recomendation In view of the above, it is recomended that the license be amended as requested by Kerr-McGee-Sequoyah Fuels.
