Additional Information on IEB 85-03 This letter transmits a request for additional information needed by the NRC to evaluate valve operability considerations in accordance with IEB 85-05, "Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings."

John S. Kemper, Vice-President Engineering and Research The information provided in your response to Action Item e of IE Bulletin 85-03 was found to be deficient in some areas.

Provide the add. tonal information necessary to resolve the following come.ats aed questions:

1. Revise Table 1 of the response dated 01-21-88 to include separate values of differential pressure for opening and closing the MOVs, as required by Action Item a of the bulletin.
2. Revise Table 1 of the response dated 01-21-88 to include the RCIC Trip and Throttle Valve, or justify its exclusion.

This valve is shown as a MOV on FSAR Figure 4.7.1B Sheet 1 Revision 4, 01/86, and as MOV I on Page 74 of the Bk'ROG Report.

3. The response of 01-21-88 indicates that MOYATS has been included in the MOV testing program.

If MOVATS is planned for application to some MOVs which are not included in its data base, commit to and describe an alternate method for determining the extra thrust necessary to overcome pressure differentials for these valves.

4. The proposed program for action items b, e and d of the bulletin is incomplete.

Provide the following details as a minimum (a) commitment to a training program for setting switches and maintaining valve operators.

(b) commitment to justify continued operation of a valve determined to be inoperable,

if : ' ;,- 1333 Page 2 of 2 RAI for Peach Bottom 2,3 (c) description of a method possibly needed to extrapolate valve stem thrust determined by testing at less than maximum differential pressure, (d) justification of a possible alternative to testing at maximum differential pressure at the plant, (e) consideration of pipe break conditions as required by the bulletin, and (f) stroke testing when necessary to meet bulletin requirements.
