I urge you not to allow the licensing of nuclear power plants in the absence of state- and locally-approved evacuation plans.

I read in Iha b Y_or.k Times (2/27/87) that the NRC is working on a bill to allow plants to begin operation ulthout local cooperation. The article suggested that there is or will be a 60-day rQspense period. I would like to register my oppostion to this bill.

I understand that the circumvention of required state and local cooperation would be based on the assumption that these groups would participate in the event of a real emergency. It sounds like the NRC and power companies are trying to out-maneuver stubborn childten.

The authorities and residents around Shoreham and Seabrook are not willful children. They are concerned adults. Most who have refused to participate have done so because they believe that no safe ovacuation is possible. In view of the geography and demography of Long Island and the coastal area north of Boston, this is no id'.e concern. Please listen to the citizens who are affectaed by these power plants. The majority have expressed their legitimate fear and have stated that they do not want the plants to operate.

Again, please don't soften the regulatory process. And if you are having a 60-day response period, make it vaild by informing people of it. You need more coverage than an ambiguously-worded spot
