I am writing in reference to your tentative approval of changing the rules for state and local cooperation in planning for emergencies, in order to license the Shoreham and Seabrook nuclear power plants.
Te ease the requirements which were made upon careful consideration' of the needs of the populace would be to set a very bad precedent.
It is highly important, in light of the many accidents and "incidents" which have taken place all over the country, (not to mention Three Mile Island and Chernobyl,) that regulations for emergencies be strengthened, notiweakened.
For expediency's sake, you are attempting to circumvent local and state opposition-to facilities perceived as dangerous by the people who might either benefit from or suffer from these plants.
In a democracy the people have a voice in decisions which affect them. There can be no adequate emergency planning without local and state co-operation.- You must, therefore, either persuade them to cooperate in the planning by making plain the advantages you see as outweighing the disadvantages they see; or you must abandon plans to license these plants.
