Gentlemen: SUBJECT: NRC INSPECTION OF THE TROJAN NUCLEAR PLANT -This refers to the snecial safety inspection conducted by an NRC Emergency J Operating Procedure (EOP) Inspection Team on May 10-26, 1988, of activities, authorized by NRC Operating License No. NPF-1 for the Trojan Nuclear Plant and to the discussion of our findings with you and members of your staff at the conclusion of the inspection. ' The purpose of ,the inspection was to verify that your E0Ps were technically correct; that their specified actions can be meaningfully acccmplished using existing equipment, controls, and instrumentation; and that available procedures have the usability necessary to provide the operator with an effective operating tool. The enclosed copy of our inspection report identifies areas examined during the ' inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel. No violations or deviations of NRC requirements were identified during the course of this inspection. In accordance with 10 CFR 2.790 of the Commission's Regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC Public Document Room.
