Dear Mr. Firlit:

In a letter dated May 19, 1988, SMUD responded to a safety concern identified by the NRC staff involving the potential for Control Room and Technical Support Center personnel incapacitation resulting from an aqueous amonia spill. Your proposal to reduce the concentration of the ammonia stored on site to 20%

was reviewed by the staff. Our independent evaluation concluded that the reduced volatility of a 20% amonia solution will provide sufficient reaction time for personnel to initiate protective actions and continue with their duties in the event-of an amonia spill. The staff safety evaluation is enclosed.

Based on comunication with the Rancho Seco site staff, we understand that the ammonia stored on site has already been reduce to 20% concentration. Please notify this office imediately if this is not the case.
