This letter e ansmits the results of the routine inspection conducted by
Mr. A. Luptak of this office on January 12, 1988 - March 7, 1988, at the J.
A. FitzPatrict Nuclear Power Plant, Scriba, New York.
Mr. Luptak discussed
the inspe': tion findings with you and other members of your staff at the
conclusion of the inspection.
Based on this inspection, one apparent violation of NRC requirements has
been identified and is described in the enclosed Appendix A, Notice of
Violation.
This item involve! the failure to maintain a manual isolation
valve locked open es required.
It apoears tha*. additional management attention
is needed to assure that veles are locked wher, required since another similar
event was identified by th NRC in Report No. 87 22.
You are required to
respond to this letter and in rioing so please follow the instructions in
Appendix A.
The responses directed by this letter and the accompanying Notices are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwo.k Reduction Act of 1980, PL 96-511.
