50-296 BROWNS FERRY NUCLEAR PLANT (BFN) REQUEST FOR AN EXEMPTION FROM 10 CFR 70.51(d)
BFN is required by 10 CFR 70.51(d) to conduct an annital physice.1 inventory of all special nuclear material in its possession. Pursuant to this requirement, a physical inventory of the BFN unit 3 spent fuel pool by piece count and seria1. number verification was coqduc+.ed in March 1987.
Another inventory was scheduled tc be conducted by Mar:h 31, 1988.
In order to conduct the serial number verification, movement of equipment over the spent fuel pool is required. However, the BFN technical specifications require that secondary containment be operable during all operations over the spent fuol pool, Some of the equipment necessary to demonstrate operability of secondary containment is currently out of service. Therefore, movement over the spent fuel pool necessary for a serial number verification cannot be acecmplished at this time.
BFN is restoring equipment necessary to establish secondary containment operability.
These efforts will not be completed in time to conduct the scheduled physical inventory before March 31, 1988. Therefore, in order to comply with its technical specifications and NR': requirements TVA is requesting an exemptior under 10 CFR 70.14 from the time requirements in 10 CFR 70.51(d).

This request is consistent with public health and safety and the parposes of 10 CFR 70.51(d).
No fuel has been moved in the unit 3 spent fuwi pool since the March 1987 inventory, and no discrepancies were found in a March 22, 1988 visual piece count of the unit 3 spent fuel pool.
In view of these factors and the need to comply with the tec5nical specifications, TVA has demonstrated good cause for the granting of this exemption request.
A list of commitments is provided in an enclosure to this letter. We do not recognize any other items described herein as commitments.
